Liz Filter

President & Chief Executive Officer

Liz is a seasoned professional and dedicated advocate for individuals with disabilities, currently serving as the President and CEO of VARC. With nearly 15 years of unwavering leadership to the organization, Liz has played a pivotal role in shaping its vision and mission to create a more inclusive and supportive environment for those with diverse needs.

Certified in Organizational Leadership from the prestigious University of Wisconsin, Madison, and coupled with her Master’s degree in Psychology, Liz is equipped with a deep understanding of both the psychological aspects and the organizational dynamics crucial for effective leadership in the disability service sector.

Under Liz's leadership, VARC has flourished, implementing innovative programs and services that empower individuals with disabilities to lead fulfilling lives. Liz's compassionate approach, coupled with her strong educational foundation and extensive experience, positions her as a respected leader in the field, dedicated to creating a more inclusive and supportive society for all.

Ann Boylen

Controller

Responsible for the financial affairs of the organization through supervision of the accounting department, preparation and monitoring of the annual plan, maintenance of the fiscal records, preparation, development and implementation of financial reports, and development and implementation of financial policies, procedures and accounting practices

Megan Tully

Director of Strategy

Megan boasts over two decades of expertise in business administration. Throughout her extensive career, she has honed her focus on serving the most at-risk populations across communities in the state of Wisconsin. Over the past six years with VARC, Megan has dedicated her efforts to advancing both internal and external initiatives, playing a pivotal role in the growth and enhancement of the organization.

Travis Boylen

 Director of Operations

With a decade of dedicated service to the organization, Travis brings a wealth of experience and education to the table. Graduating from UWL with a major in Management and Technology, Travis has accumulated over 20 years of expertise in production management.

Risa Mauss

Director of Program Development

Responsible for the design and implementation of quality systems, procedures, and evolution of the organizations’ client services functions. This position is highly collaborative and works in conjunction with other Directors and Managers of the organization daily. The Director of Program Development maintains strong internal and external relationships with stakeholders and leverages the organization’s quality and innovation to ensure growth and sustainability of its programming.

Shelby Neubauer

Director of Client Services

Shelby, equipped with an undergraduate degree in psychology and a graduate degree in school counseling, has dedicated 13 years of her professional career to working with individuals possessing diverse abilities. For the past three years, she has been an integral part of VARC, contributing her expertise and passion. Shelby finds immense joy in her role, particularly in the heartwarming moments of connection—smiles, fist bumps, and high-fives—that she shares with clients, making her work both rewarding and fulfilling.

Shai Burzynski

Director of Human Resources

Responsible for overseeing all aspects of  Human Resources management including talent acquisition and retention, performance management, employee relations, compliance with relevant regulations, and fostering an exemplary culture throughout the organization.
